I think "O Jogo" are doing it, or at least they were the 3 or 4 years before...I assume it was them this year also but can't be sure. O Record did it in 2001 and 2002 I think

I am also surprised but Figo in that time period really was head and shoulders above the other portuguese footballers including Rui Costa, though some Benfica fans will still argue about that one including my uncle!

You're getting confused with the league's best player.
It's PORTUGUESE Footballer of the Year mate, you don't have to play in Portugal to be portuguese. Ronaldo also isn't in Portugal and won it this year.

Like the African footballer of the year, Didier Drogba and Samuel Eto'o don't play in africa either!
