Soler will be replaced by current vice president Agustin Morera, the club said.
Soler, the club's main shareholder, announced his decision at a news conference after a board meeting.
Soler has seen his team win the Spanish league in 2002 and '04, and the UEFA Cup in 2004. It also reached the Champions League final in 2001, losing on penalties to Bayern Munich.
Valencia is in ninth place in the Spanish league, and has a shot at reaching the Copa del Rey final, after holding FC Barcelona to a 1-1 draw in the first leg of the semifinals.
